The Explanation Without a Forum
A model card can explain a system. It cannot be questioned, and it cannot face a consequence. Without both, the packet is documentation.

The hiring ranker's packet was already in the folder. Twelve pages. A model card, a bias note, and a line that said a human remained in the loop. The director could point to the file. Asked who could refuse the account, and what would change if they did, she could not point to a person.
File the packet as documentation. Or name the forum and the consequence. Those are the only two honest labels.
A file is not a forum
Accountability is a relationship. Someone explains and justifies what the system did. Someone else may question that account and judge it. If the account fails, something in the operation changes.
A model card can carry the explanation. It cannot ask a follow-up, and it cannot pull a shortlist. Explainability Is a Leadership Skill is the four sentences a person will sign. The sentences still need a forum that is allowed to say they do not hold. Trust Spent on a Recommendation You Cannot Explain is what it costs to sign before that forum exists.
Telling people a system is in use is a disclosure. Letting a reviewer reconstruct the build is an audit. Neither names who may refuse the account. A bias note can sit beside a path no one is empowered to stop. That missing name is the same hole The Override Without a Name marks from the side of the pause.
Three lines
A forum is not a mailing list. It is a role that can make an answer matter.
- Who explains. A person, not the vendor slide.
- Who may question them. Someone who can say no without founding a committee first.
- What changes if the account is refused. A pause, a pulled shortlist, or a delayed offer.
If the third line is blank, do not call the packet accountability.
Metrics That Actually Bite can show a forum going quiet. Dissent latency. A first-voice count. The numbers do nothing if refusal has no effect on the path. The Yes-Man in the Stack is that failure inside the tool: an account nothing is willing to question. The Review That Only Sees Speed is a forum with the wrong test. It can judge. It judges volume, and it will pass the packet.

Pick one system already in use. Write the three lines on one page. If the third line is blank, title the page Documentation and leave it out of the accountability folder.
The person remains the one who can be asked why. A packet that cannot be refused has already given its answer.
